§ 2.36.170. Construal of provisions.

A.

This chapter shall be construed liberally to effectuate the purpose and policies provided for in this chapter and to supplement such existing laws as may relate to the conduct of the persons made subject to this chapter.

B.

To the extent that this chapter governs the conduct or activities of officials or appointed officials the same shall not have retroactive application.
