§ 13.16.020. Refuse containers to be provided by city—Responsibility of consignee.

    The city shall consign one refuse container to each owner, tenant or occupant of a private dwelling house or commercial business, or apartment located in the city; however, only one refuse container shall be issued per family unit or group of persons occupying a private dwelling house, one refuse container shall be issued for each occupied apartment in a duplex or multiple-family dwelling. The consignee may request additional containers as needed and will be charged for each additional container.

    The city shall initially provide and bear the cost of the first cart for each single-family and two-family residence. In the event the cart is insufficient to contain the garbage for a residence, the resident shall bear the cost of placement of an additional cart at the residence. In the event a cart is lost, stolen or abused, the resident shall bear the cost of placement of another cart at the residence.

    B.

    Each consignee shall be responsible for such refuse container, shall use reasonable care to prevent such refuse container from being mutilated, abused or damaged, and shall return the refuse container to the city when the consignee vacates such dwelling house. Any person who deliberately mutilate, abuses or damages any refuse container shall be punished as provided herein.
