§ 13.16.010. Definitions.

  • As used in this chapter the following terms shall have the respective meanings ascribed to them:

    "Bulk items/bulk waste" means items such as furniture, mattresses, toys, appliances

    "City" means the City of Metter, Georgia.

    "Commercial apartment" means a residential apartment, condominium or townhouse complex consisting of twelve (12) or more units which because of size, density, property configuration, or other considerations requires the use of commercial containers to properly manage the collection and disposal of waste in a sanitary manner.

    "Commercial container" means a steel container having a capacity of two cubic yards or greater which is intended to be mechanically lifted for dumping into a refuse vehicle for collection.

    "Commercial garbage" means garbage produced by any nonresidential unit or facility or non-industrial facility including stores, offices, restaurants, warehouses, and other similar uses.

    "Consignee" means one person, a family or a group of persons, to whom a refuse container is assigned.

    "Construction debris." Construction and demolition (C&D) debris consists of materials generated during the construction, renovation, and demolition of buildings, roads, bridges or any structure. Including, but not limited to: Concrete, wood (from buildings), asphalt (from roads, roofing shingles, or any source), gypsum (the main component of dry wall), metals, bricks, glass, plastics, salvaged building components (doors, windows, and plumbing fixtures), trees, stumps, earth and rock or similar debris from clearing sites, carpet, and any other debris or material from construction, renovation or demolition with nails, staples or other metal left in material.

    "Household trash" means materials including waste accumulation of paper, sweepings, dust, rags, bottles, cans or other matter of any kind, other than garbage, which is usually attendant to housekeeping.

    "Litter" means all garbage, refuse, waste material, sand, gravel, slag, brickbats, rubbish, tin cans, trash, debris, dead animals or any other discarded, used or unconsumed substance, which is not handled in accordance with the provisions of this article.

    "Private disposal service" means a private company that has been licensed to remove waste from nonresidential and commercial apartment property within the city.

    "Refuse" means paper, waste, trash, boxes, garbage, bottles, cans and any other debris, but not tree limbs, cuttings or leaves.

    "Refuse container" means one of the containers owned by the city and consigned to the owner, tenant or occupant of a private dwelling house or commercial apartment located within the city for the purpose of containing and removing household waste from the consignee;

    "White goods." Large household appliances such as refrigerators, stoves, air conditioners, and washing machines.

    "Yard trimmings." Leaves, brush, grass clippings, shrub and tree prunings, discarded Christmas trees, nursery and greenhouse vegetative residuals, and other similar materials resulting from landscaping development and maintenance.
